Charles R. Stevens Jr., P.E., PTOE brings nearly 20 years of civil engineering experience in consulting and research. As a consultant, Charles has extensive experience in traffic engineering studies and design working for clients including TxDOT, Harris County, City of Houston, and various municipalities. As a researcher, Charles became known for expertise in the areas of transportation systems management and operations (TSMO), unmanned aerial systems (UAS), and asset management and has served as a principal investigator for the FHWA, USDOT, TxDOT, and HGAC.
